The 200 level established how sovereign nodes communicate through pathways — surfaces, formats, transport, control, and monitoring. Nodes can now talk. But talking is not coordinating.
This level examines how a fleet of sovereign nodes is coordinated without centralizing authority. No master node. No shared state. No command hierarchy. Orchestration through observation, discovery, lifecycle management, shared policy, and resilience.
By the end of this level you will understand how a fleet becomes observable, how nodes are discovered, how they are born and die, how policy propagates without commands, and how the system endures failure without central recovery.

301 — Fleet. Many nodes, many pathways, no master. The fleet is an observation, not an organization. The fleet observer is itself a node — its source of perception is the Hatch surface of every node it monitors. The fleet is not managed by a controller. The fleet is observed by a corpus.
302 — Discovery. Before you can observe a node, you must find it. A node does not announce itself. A node exists and waits at its surfaces. Discovery is the observer's responsibility — continuous perception of what exists. Discovery is not a registry. Discovery is a contact patch.
303 — Lifecycle. A node is born — configuration is read, surfaces open, cogs begin turning. A node runs — steady state, doing what it was built to do. A node is maintained — adapting while running. A node dies — surfaces close, but the corpus survives. Death is not loss. The knowledge persists.
304 — Policy. Shared rules without shared authority. Policy is declared in configuration, not commanded at runtime. Each node enforces its own policy independently. Changes propagate through configuration, not through command channels. The fleet converges. It does not comply.
305 — Resilience. Nodes fail. Pathways break. This is operational reality, not an exception. The corpus survives the process. The pathway survives the connection. Resilience at the fleet level is the sum of sovereignty at the node level. The fleet does not heal nodes. The fleet observes that nodes have healed themselves.
